I have 30 lbs at my filter but only 2 lbs at Caretaker gauge. If I undo the clamp to take the whole dome off I get all five ports on the bottom gushing water at full force?

What model filter do you have?
Clean or backwash your filter. Your filter is too dirty and clogged to let a lot of pressure to your Caretaker.

Filter pressure is upstream (on the pump side) of the filter media. The higher the pressure, the less flow thru the filter media.
Water valve pressure is the pressure available to push the popups up and expell water to clean the pool bottom.
One is not directly related to the other.
As Allen (@ajw22) suggested, your filter pressure is too high. Clean your filter.
If a sand filter, it may be time for a deep clean of the sand bed. Deep Cleaning a Sand Filter
If cartridge filter, open filter and clean cartridges.
If DE filter, open filter and clean grids/cartridges. Recharge with correct amount of DE.
For the water valve - some have a filter screen that needs periodic cleaning. If the screen is present, it is in the input pipe.
Also, be sure all other pool returns (returns, jets, water features, etc.) are closed when using the IFCS.
Tell us a bit more about your pool by completing your signature with pool, all pool equipment (inxlude manufacturers and model numbers) and test kit info.
Post a few pics of your equipment pad from a few different angle so we can get a look at what you're working with.
