Weir door placement

Please help me put in my weir door correctly?

There should be slots in the bottom of the opening those tabs go into, it (the door flap) should open, aka pull down, when the pump is on and close, aka stand up, when the pump or skimmer is off.

Is it ok if it only pulls down slightly?

The water level determine the amount of downward flow. Your water level might be a little high if it's only moving back a little. No harm in that.
