    Definitely put a rubber stopper in the other inlet. You want all your suction at the hose. Easiest way to get air out of hose is to put the opening against the return outlet until the length of hose fills with water.

    I run my VS 24/7. Prior to getting the VS I had a single speed Century pump (from the last century) that I had to run 24/7 because it would not reliably prime after it was turned off. THAT was a an electric bill. My current bill is much, much cheaper.

    Not sure how you'd get electrocuted by a pump, unless someone tosses it into the pool. I'd be more concerned about frying the controller on a variable-speed pump without a GFCI, but in any case, GFCI is a good idea.

    Watts are reported to give you a relative measure of power usage. Your utility charges you for kilowatt-hours, which is the reported wattage as used for a period of time. A 168W pump used for an hour gets charged for 168Watt-hrs (or 0.168kWh).

    INYO also has a broad range of parts: Skimmer Parts - INYOPools.com As for manufacturer, some have crossover in terms of sizing and interchangeability, for example, my older pool has Jacuzzi skimmers but I just replaced the lids with Hayward parts which fit like a glove.
