Success! Found that dip switch 3 was down. Put it up and spillover option apppeared. Adjusted the cam in the return JVA and had to reverse the plugs because they were backward (intake vs return.) It’s perfect now! Thank you!!! -Chad

I had a tech come out and look. As it turns out, the 3 way valve was installed backwards and as a result there was very little water making it through the heater. Once the valve was reversed and sending the flow through the heater, the issue was solved and it heats up 2-3x faster. Thanks all!

Thanks all. I adjusted the valve to be slightly closed but on the opposite side. All makes sense now why it wasn't operating to optimal performance. So psyched now. Spa gains 20 degrees per hour. Impressive, to me, for an electric heat pump!
