What model spa are we talking about?
There a circuit diagram on any of the panels?
Sounds like a relay problem. You track down what relay controls the heater?

There are half a dozen reasons that the heater will not come on... We need much more info.
Did you actually measure at the heater to determine that you had no power?
As Allen points out, there should be a rely board that turns the heater on and off based on the temperature of the water.

Are there any error codes on the topside?
Remove filter(s) until issue is resolved.
Post a pic of the equipment area and circuit board.
