Opened the pool to find an extreme case of algae build up. Got the water tested and results recommended adding15 oz. of Soda Ash, wait 24 hrs. then add 4 lbs of Hardness Plus every 4 hours for a total of 28 lbs. After 24 hours from final Hardness Plus application measured the water again. Ph, hardness and Cya were all within acceptable levels. Shocked the pool by adding 3 shocks, 24 hrs later, no major improvement and chlorine levels low. Help!!!

Everything you are showing above is indicative of pool store testing and advice. That will almost never end well. To clear your algae you need to follow our SLAM Process, but to do so you also need a proper test kit of your own. We recommend a TF-100, but a Taylor K-2006C will also work. See Test Kits Compared. Most of those products the store sold you were a waste of time & money. 
Stick with us, proper testing, and the SLAM process and we'll help you get it fixed.

An analogy for the pool store advice you were given is this.. "Your car will not start because your battery is dead and they tell you to fill up your gas tank..." Makes no sense whatsoever!!!
To clear up an algae bloom you need lots of chlorine.. How much chlorine depends on what your CYA reading is. Unfortunately, pool store testing and advice is worth a little less than what you paid for it.

Our methods are based on solid science and have been proven by thousands of users for years. If you chose to free yourself from expensive pool store solutions that often make things worse you start with Pool School and the other references already suggested. You should also get your test kit on order asap. TFP methods only work with test results you get yourself. They are 100% reliable. You'll sort of be on hold until you can get a set of results so please do get the test kit on order. Once you get it post your results and you'll get very specific advice to eliminate the green and you'll be on your way to a perfect TFP pool. And you'll quickly learn to maintain it.
