What is the name of this part and how to stop it from leaking

Can someone please tell me what's the name of this part and also how to fix it from leaking? It's leaking from the part on top that turns clockwise/counterclockwise

The top part is a valve actuator.

Do the valve and actuator have labels?

Here's another picture with the actuator removed. It's leaking from the valve handle area

Jess,

Actuators do not have water flowing through them, so any leak has to be the in the valve itself.

You need to identify the valve's brand and then buy replacement O-Rings for the inside.

They are very easy to repair.

Ok I took the entire thing apart and found the o-ring around the valve turning piece had dirt all over it. Rinsed it off and put it back together and no longer leaks
