The SWG can be installed - BUT no salt is added and the SWG isn't started up until at least 30 days after pool startup. Your builder is requiring 45 days - which is fine as well.Does the above sound right -- delaying the install of the salt system?

He doesn't know that every chlorine pool is a salt pool. See my comment below.....
Does he have a pool? Ask him to measure the salt content of his pool with a drop based salt test kit (K-1766) and report back to you with the result.

I guess he doesn't know that EVERY chlorine pool is a salt pool. Chlorine, muriatic acid, and pool users will add salt to the pool water. After a few years, the salt will build up and the concentration will be close to or above that recommended for a pool with a SWG.
