Pump basket don't drain when i open it

Hi! I'm just bought house with inground pool and I new in pool industry.

Before, always when I cleaned pump basket water was drained out, right now water stay in basket
And also now I see bubbles from return ( i checked water level, o-ring)
Does it somehow connected or it's separate issues?

Whether water drains out of the pump basket when the pump lid is opened usually depends on the level of the pump relative to the water level. The water in the pump basket can drain down, stay in the pump basket, or flow out the pump basket. You just have two different pools with different elevations.
