My guess is that you are using 3" tablets in an in-line dispenser to Chlorinate your pool. I say this because your CYA is 60 and this is a relatively new pool.
If you look at the FC to CYA chart, that Marty provided above, a CYA level of 60 is as high as we recommend in a non-saltwater pool. The problem with those tablets is that they continually add CYA to your pool whether you need CYA or not.
In the same chart you will also see that with a CYA of 60 your very minimum FC level is 5 ppm and you really should be at about 8...
This time a year this is not much of an issue, as the cooler water means not much algae growth. But come summer, an FC this low will open you up for an algae attack.
