New pump motor wont prime

I tried priming with it on filter and on recirculate-no luckPressure gauge stays on zero IWater in skimmer intake doesnt move at all. BLUE plastic valve allthe way to left opens abt 45degrees but don’t hear anything moving thru it -Idid see jets return water but still no movement thru skimmer. Got new gasket for pump basket & it seals well.
I need to get skimmer to intake water & it’s not. I’m at a loss with no labels on the pipes & valves

As soon as water basket is filled to the top it drains down to the pipe that goes into the ground in front of the basket

That blue valve on the left is closed. It needs to point up & down inline with the pipe. Try that.
