needing help

So..I'm just getting started with my pool and I don't really understand what I need to be doing.im having an issue with this white stuff building up in my cartridge filter, along with white powder all in the bottom of my pool.so I'm new to testing my chemicals, but I know something is wrong because while my ph is ok it seems, I've got really high chlorine and no free chlorine.no cya.. Hoping someone can suggest a good testing kit, or just help me with beginners advise as to what im doing wrong

Test Kits Compared ... I recommend the TF-100 from tftestkits.net as the best value, the XL option given the current information, and the SpeedStir if you can swing it as it makes the testing easier and more accurate.
