Buying a vinyl IG pool in winter; pump submerged?

Hi!

I am planning on putting an offer on a new home with a vinyl-lined IG pool (in the winter/NY), and during a visit I noticed a submersible pump beneath the liner with a pump outlet running to the lawn. I've had my own pool for a few years, and the only time I had to do this was when I had a liner failure and needed to keep the level low enough so that water didnt spill behind the liner and freeze.

Does anyone know why the owner would do this?

I think I would take it as a good thing until you find out different. Probably just pre-planning for any runoff or snow melt that gets under the cover. Having the pump in the pool already makes it easy to keep the level down. Probably need to keep it below the skimmer throat or the returns.
