Thank you all for reporting in -- now I know where my area stands on bleach prices. Seems that Kalifornia prices are generally higher (excluding the rare loss-leader sale). I get a returnable, 15G carboy from the local chemical supply company.
12.5% for $3.95/gal = $0.2469/oz NaClO
Not a great price, but, it's predictable and conveniently located on my way to work. I very much dislike dealing with all the small(ish) bottles, waste, and trips. I'd reconsider if I could find it for half the cost, but, not worth the time/effort of scouring for a few % savings.

Yes, the WM is HTH and it is in the pool section near Garden or in Toys. Ask anyone pushing a pallet jack that speaks English if you don't see it. It has been $6.47 all season for two gallons of 10%
Target in Houston has been running a Buy 3-Get 1 Free sale on their bleach. At $2.99/121 oz bottle it comes to $0.225/oz NaCl. Not too bad. We also use their 5% Target card that offsets most of the sales tax.
Rochester area...Came across "Pool Shock" at Christmas Tree Shoppes on sale 2.67/gal for 12.5% HCL, dated April 2013.... happy camper.

Home Depot in Key West has 5.25% bleach for $7.93 for a box of 6 gallons = $1.32 / 128 oz / .0525 = $0.1967 per oz
Just picked up a 4 gallon case of 10% for $9.63 at Meijer (regional chain in Michigan). It's been $12.49 all summer but is marked down for the end of the year.
E-Konomy Pool in Tucson has 4-gallon cases of Hasa liquid chlorine, 12.5%, for $3.49 per gallon. 3.49/128/.125= $0.218/oz. However there is a $6 deposit for the case and jugs.

(2) What are the ranges everyone is universally considering good, acceptable, and high per ounce? (i.e. <0.21, 0.21-0.26, >0.26). I understand it is dependent on geographical location to a degree.

2. very regional. Around here (twin cities, mn) imo less than 0.20 is good, less than 0.25 is fair, anything above that, and you did not look in the common places.

Around here.. the WalMart 10% @ 6.47 is a good price. 12% cases are $15 plus deposit... so it's all about $.25 per ounce of CL. The HD and Lowes are normally at $6.86 for 10%. Sometimes I simply pay the $.39 differential to not need to drive to the other store. When I add in gas and my time, sometimes I just don't worry about it.
I have checking at Lowes, Walmart, Home Depot and grocery stores but the best deal in Central Florida is still my Pool Store (Pinch a Penny) 2.5 gallon jug 10.5% @ $4.50.
