    Best guess is given its age it is/was a hydrostatic valve. When I started in the industry we fitted them often and often capped them off to prevent leaking pools. I would guess this is what you may have.

    This is because the blower is connected to the venturi pipe on the jet. The pump runs and isn't pulling enough vacuum to clear the water from the venturi pipe, the blower is turned on and pushes the water clear of venturi pipe as long as venturi pipe remains clear the pump will now jet properly.

    Is the dog hair from your dog swimming in the pool or from previous? Keep chlorine up, if not clear yet then look at increasing chlorine even more than usual. I have previously seen a situation where there was a dead dog in the pool causing no end of chlorine demand.

    I think this is the pump working as hard as it can and simply 'sucking' more than the pipe can deliver. Proof is easy enough. Place a piece of brick in the hair and lint pot. This displaces some water and I think you will find the 'air' vanishes.

    Its very likely the capacitor that is preventing the pump starting. On first start up the capacitor builds up a charge before sending it to the start windings which commences the rotor to spin. The fact it started after a few tries is strongly suggesting the capacitor is the fault.

    I think its time to say good bye. Pool pumps are generally built to a price point. Expectation is they will last no more than 10 years. Tripping panel breaker is probably a short in the motor, could be a whole raft of other stuff...but at 9 years old I wouldn't bother fixing it.
