I am curious if the shallow water depth, lack of circulation in that area could lower FC. In other words could the intense sunlight I get (no shade - South Florida) "eat up" the chlorine on the shelf and produce algae in that area?

There is 1 return on the sun shelf that moves the water in that area. I also have 2 bubblers that do get run often ( i know the water features are part of the pH problem). But i adjust my dosages for their use.
