Well, you could just connect the output of the SWCG transformer right into the Surge card to see if it worked. The problem with this idea is that if the surge card is bad, it could blow up your SWCG transformer. Obviously, that is what the circuit breaker prevents.
My thought was you could just use a fuse of any kind that you can find that has a 12-amp rating. Just somehow temporarily jury-rig it in place of the circuit breaker, and then connect up the surge card. If the cell works and fuse does not pop, you can be pretty sure the problem is just a bad circuit breaker. If the fuse pops, you can be pretty sure the surge card is bad.
I would first test with the cell disconnected and if ok then connect the cell.
