Well, you could just connect the output of the SWCG transformer right into the Surge card to see if it worked. The problem with this idea is that if the surge card is bad, it could blow up your SWCG transformer. Obviously, that is what the circuit breaker prevents.

My thought was you could just use a fuse of any kind that you can find that has a 12-amp rating. Just somehow temporarily jury-rig it in place of the circuit breaker, and then connect up the surge card. If the cell works and fuse does not pop, you can be pretty sure the problem is just a bad circuit breaker. If the fuse pops, you can be pretty sure the surge card is bad.

I would first test with the cell disconnected and if ok then connect the cell.

I would turn off all power and reset the CB and then check the continuity of the CB using your multimeter OHM setting.

If the CB is open when reset then it is clearly bad.

If the CB has continuity and little or no resistance then it is likely good.

@Jimrahbe and @ajw22 I got new CB today, after connecting and turning the power, it popped. This confirm that it is bad surge board. I’m surprised as this was installed like six months ago. Is it worth going after Pentair warranty or just order new board myself ? Any reliable website where I can get surge board ? Thanks!
 
If it is under warranty you should go through Pentair with a warranty claim. They will want someone to come out and diagnose the problem. You don’t know for sure that the surge board failed. They should figure out what failed and replaced whatever parts are necessary.

Your risk is if all the parts are good and it is a wiring problem then you will likely be charged.

I'd try Pentair and see how much of a pain they would be.

A Surge card is about $250 bucks, so it is on the line about being worthwhile to just buy your own.

Keep in mind there are two basic surge cards. One that goes into the EasyTouch and the other that goes into the external SWCG power center. They both do the same thing but are physically different cards.

@Jimrahbe I got new surge board today and replaced both surge board and CB but still did not work, again the CB popped. Any thoughts?

Now the breaker no longer pops when the cell is disconnected, so that would indicate a bad cell.

My guess is that you took a lightning hit, or the cell just went bad, which also took out the surge card.

I suggest that you don't buy any lottery tickets, as your luck has run out... :(
