White stuff on bottom of pool

We have a chlorine pool and have this white powder that develops on bottom of pool. Our water chemistry is in balance, per the pool store. We can vacuum and sweep and it disperses in a white cloud. If left for several days it appears to darken, so it may be algae, but we can't seem to get rid of it no matter how we treat it. Any ideas?

To assist, we need some test results. But it sounds like you use the Pool store for those. We do not provide guidance based on pool store tests.
You need a proper test kit, see Test Kits Compared. I suggest the TF100. A proper test kit is needed to get the accurate water chemistry results needed to follow the TFP protocols.
I suggest you read ABC's of Pool Water Chemistry.
