I have a few tile trims that is falling off and would need to be reattach, the water level is low enough at the moment so I can work on it. Can I use thinset from the big box stores to install them?

I believe there are special adhesives for submerged tile work.

You have a whole new can of worms...
Once a tile falls off you really need to know why it fell off.. was it because it froze off, knocked off.. got water behind it?? was not set correct?? were the right layers done?
Here is a diagram of how the tiles were supposed to be installed but most do not do this... This may or may not be the reason they are falling of..
How to fix this is the hard part... If all the steps above were done you do not want to grind out everything without also installing everything again...
Could you post a picture of where they fell off and what we are dealing with... This will help me to hopefully figure out a way to reattach the tiles where they stay on..

Here's a photo of the area to be repair. This is a 20+ year old pool which I inherited from the previous owner. I know very little about the construction of the pool. I believe I had water leaking behind the tiles which caused the failure. Many surrounding tiles are feeling loose, so when I do this repair I plan on popping anything loose out before repairing.

at 20 years they have seen there use.... This is not what you want to hear but it will be the best option..
Redo the whole tile line.. whatever you do is just a temp fix and will probably not last... If I had to guess almost all the tiles will pop off very easy.. these tiles are just the first to go..
Are you wanting to fix forever of just a couple months till you can have the complete tile line replaced...
The next best option is to use Silicone to install the tiles as that will be the thinset and will keep it waterproof... I have no idea how long it will last but it should get you some time..
Mapei has all kinds of colors to match what you have as close as possible and they are pro DIY...
