Spa open in winter

We just closed our pool after installing a new heater (mastertemp 400hd). The spa run but the temp does not get above 65 no matter I set the temp to on my pentair app. Am I missing something?

Your heater must be set to on and to full hot (104)... The Automation measures the water temp and tell the heater to "heat"... Once the water temp gets up to the set point you put in the Automation, it will tell the heater to stop heating..

Would setting the temp lower and leaving the cover off keep it "on"? Wasteful of energy of course.....but you know, when getting ready for an evening soak later??
