Welcome to the forum. In general, larger pipe is always better but there are other factors that may have a much larger impact on jet performance.
Please describe the entire design:
Distance from pump to spa
Pipe size used for suction and return lines back to pump
Number of spa jets
Spa jet nozzle orifice diameter
Elevation difference between spa water level and the pump
Pump make/model used for the jets
Also, there are a couple of ways to plumb a spa/jet system.

Also, a blower is not always necessary if the spa is designed properly. Unless the spa plumbing runs uphill to the pump, a Hartford loop is usually necessary near the spa to make sure the air pipe does not fill with water. Otherwise a blower is required to clear the air line when the jets are started.
