Inground Pool with Spa - Spa jets have back pressure and pushing air out the back of the jets when blower is running.

12K gallon pool, 800 gallon spa. Spa has 8 waterway jets - 6 back and 2 leg jets. Intelliflo 3 HP pump and 1.5 HP blower.

When in spa mode with the pump and the blower running there is back pressure on the jets and air is pushing out the back of the jet fitting. I have had the plumber reinstall the inner fitting to ensure the washer is seating properly. The problem is still happening and we cannot seem to locate the issue with the jets. My research indicates down-sizing the blower to a 1hp may solve. Looking for other ideas to the problem as well.
 
Did the jets and blower ever work properly?

Is this a repair problem where it used to work and now does not? Or is it a design problem with the build where it never worked properly?

You can install a valve and vent some air rather then replace the blower. Read Spa Air Blower - Further Reading
 
I installed a diverter on the blower line and it seemed to reduce the over-bubbling. It still doesn't seem to have solved the problem. A friend has the same set up and his spa does the same thing and mine is similar. I think it just may be how the waterway jets work with the blower.
