PS1 Error on my Gatsby Hot Tub / cannot correct

I got a used hot tub back in 2014. It is a Gatsby by Jacuzzi and it has been working pretty good over the years. It has two jet pump motors and a 24/7 circulating pump. 2 weeks ago I emptied the hot tub to put fresh water in as I do every 3-4 months. Drained the hot tub, cleaned the sides and removed the filters. Then I placed the hose in where the filters go and filled the tub. I turned on the power and I it showed the PS1 error. I have replaced the pressure/flow switch. Same error. Technician came and said the heater was bad. I replaced the heater and a new pressure switch/sensor came with it. again same PS1. When I start the power I hear it click and then the circulating pump will run for 7-10 seconds then it stops. The new heater has a yellow indicator light at the bottom that is suppose to light when the switch is running correctly. if it doesn't light up I am to turn the adjustment screw counter clockwise until it does. I kept turning all the way and it never came on.
things i have done since:
* pulled the contacts of the pressure switch and checked continuity and it registers 15 on the meter.
* put a jumper wire on the two contacts to the switch to see if i could bypass the pressure / flow switch. same error
* checked connections inside PC board to look for corrosion. they look clean
* thought there may be air in circulating pump. loosened screw to let any air out. did not hear any. again same error code.

any other ideas before I call the technician again. afraid he might say order a new PC board.

A switch is either open (no continuity, infinity ohm reading) or closed (0 ohms, or close to it). Anything else is a bad or out of adjustment switch.

Most systems are smart enough to not be fooled, as they check both open and closed switch. You have to open the circuit at startup, then close it after the pump is running. If it then works, you likely need a pressure switch. New does not mean good, and it could simply have been adjusted too far.

Low flow conditions can be caused by many issues, not just air lock. Is there good flow from the heat return? Remove filters, spa frog cartridges, etc.
Post pics of equipment area, circuit board, and wiring diagram.
