If they were mine, I'd have 3 long planting boxes that almost mimic the length of the 3 wall stages. I'd fill them with lots of flowing, draping flowering annuals from spring to fall.
One of the flowers we use for long draping down boxes is draping vinca. Takes the harsh sun well, comes in about 4 colors and looks great.
Unless you want to stop people from getting on them and jumping in I would leave them alone. I worry about anything coming out of the plasters will stain the stone plus I can't grow a plant so..............
