Pentair Mastertemp 400 No Power/Heater will not fire

On black and white lines primary lines into transformer; no output on the secondary side
Is this a brand new transformer?

Are you getting continuity on any combination of wires on the primary or secondary side?

With a burned J9 connection, you probably need a new circuit board.

File a warranty claim directly with Pentair and they should assign a warranty service company to do the warranty work.

Yes, I purchased a brand new Pentair transformer when I wasn't getting any output on old one. There are only two wires on the secondary side and no output
 
Your fuse probably blew from the burns at the j9 cable.

You mean the fuse between the two firemans switch contacts?

The question is why did the diagnostic cable burn.

There should not be very much current on that cable.

Was there some sort of lightning strike or voltage surge recently?

Getting surge protection for equipment with electronics is usually a good investment.
