Need Help Please to get my pool water balanced

My pool located in Philippines.15,000 gallon. If my pool has low TOTAL AKLALINITY of 20 & HIGH PH, is it best practice or first step to raise the TOTAL ALKALINITY in till the reading between 80 to 120 . Then add the dry acid in till the Ph remains the correct range.

Yes.
Raise the TA up with baking soda.
And then lower the pH (ideally with muriatic acid) to keep it in the 7s.
