OK. So you have to go out and move the toggle switchs on the actuators or do you have an automation system with a remote or phone app? Jandy normally has the Aqualink RS.
 

Within the article above it explains how to set up Spillover Mode.

You should turn down/off the bubblers. If necessary, you will have to manually run them every few days or so.
The spa spillover can be scheduled to run for 30 minutes twice per day with the automation. Test the spa water itself a couple times after you switch schedule to be sure it is getting fully chlorinated.
 
Eventually you may want to add an actuator to the bubbler valve and set that up in the automation.

The spa is still one with the pool water, but with the smaller volume, you only need to replace that water a couple times a day with the bulk chlorinated water from the pool. You would not normally test the spa water only. I suggested it to be sure the FC drop in the spa is not too much with the lessened replacement of that water with the pool water.

Your pump most likely can run at 1500 rpm or so most of the time. In Spillover, I would program it to 2000 rpm or so and try that.
 
An actuator does not take a relay. I am not very familiar with Jandy automation, but I would think it can handle three actuators.
