Is that Algae?

So that is algae?
I’ll flip the ladder when I get home and look.
Should I pour some chlorine on this spots and scrub it?
Also, I should always take the ladder out when not using it, right?
Hard to say- slimy points to yes.
50/50 bleach water, scrub & rinse.
I always took it out for safety reasons (kids) or put it completely in. That way if someone accidentally got in they could get out. I would leave it out for slam but after just brush it like the rest of the pool.
 
100% there's algae in the bottom of that ladder, take/drill the plugs out. I clean my pool 2 times as week, manually without a robot vacuum, I tend to take the ladder out and drain it after every use because it's a great place for algae to bloom.
 
Not sure how they are now but my ladders like that came apart in the middle so I could disassemble it & pour lc in there then spray it out .
 
Here, note that the screws are rusted as well. Could it be from that? Or is this algae?

Not sure what pool the OP has but considering just joined and from the few shots, going to throw out there, intex, bestway or summerwaves and them ladders do not come apart without take out the center stabilizer bars that join and secure the steps to the step over.
 
Is it like grease? Maybe a deteriorating oring or something? Did you look around for pecan trees? They emit black sap/tarry like stuff. Try to wipe it with a paper towel & get a good look at it.
