The pool use to have a pebble type decking which is now all coming off. Should I caulk the seam between the concrete and pool in its absence?

I would for sure. You do not want any water to get down there. I would tape very well to help with keeping it nice looking and help with clean up as well. BUT do not leave the tape there for too long as it will become a sticky mess (been there, cleaned that
