How to fill gap under concrete deck

There is a gap between the bottom of my concrete deck and the top of the pool tiles on the sides of the pool. A concrete repair person told me it should be filled with a product from the hardware store, and he told me he doesn't do that sort of work. From what I've researched on the subject I'm not sure I want to tackle this myself. My question is, what kind of professional does that kind of work? I don't know where to look to hire someone. Also, if I can't find someone and try it myself, what is the best product to buy and what tools will I need?

My pool is about 17 years old with the original plastic trim between the deck and tiles - there is a larger gap in some places and in others the plastic is popping out - hopefully you can see it in the pictures. Someone who repaired my concrete deck said I should replace the plastic trim with some kind of caulking. I am also asking for my family member who has a pool deck and tile like mine with gray caulk in that gap already, but theirs needs to be redone because it's cracked and doesn't look good in the areas where the sun hits it. We realize the process for the gap under my deck would be a different process than for the deck already having the old caulk there.
 
Those pictures show cantilevered coping. The top joint between the deck and tile should be filled with a flexible sealant that is not silicone based. You want non-self leveling products for vertical expansion joints. You can use...


 
What kind of professional I could hire to perform this kind work for me? I don't know who to contact.

There isn’t a professional trade for this. Handymen who work around stone and tile know how to seal joints.
