How much chlorine to store

Might be a perfect storm with some pollen too. But the OCLT will let you know there is nothing brewing while everything else sorts itself out. :)

A check valve between the pump and filter is the correct fix.

Read this about cleaning a cell. Do NOT use acid to clean the cell. Maintain a slightly negative CSI to avoid scale in the cell in the first place and you will never have to clean a cell...
 
Could I also place the ball valve before the pump and close it when I need to remove the cell for cleaning
I would put a 2-way valve between the pump and filter. Close it only when you have to remove the SWCG. I only removed my SWCG once in 2 yrs so it is not something you do routinely if you keep your water chemistry slightly negative on the CSI. Refer to the
PoolMath app.
If you do put in that 2-way valve, then I would also remove the handle on the 2-way valve so it is not inadvertently closed. You do not want to run your pump against a closed valve.

I went back and looked at your equipment pad photo. I see that you have a push/pull backwash valve. I wonder if one of the seals is leaking and allowing the DE to flow back

The house we moved to had one. I turned it off with the rest of the pipe disconnected for winterization. It was stubborn but finally went. Then the ball fell out in my hand and it was then basically straight pipe.

In my experience, they fail 100% of the time you use them. YMMV.
