How do I replace these ball valves??

Easiest is to get an abs male threaded adapter and a pvc female threaded adapter. Use green abs cement for the abs and pvc glue and primer for the pvc and thread sealant on the threads.
Ok. So I did this.. bought the only ABS cement at home Depot, the make ABS & female PVC. Just cleaned off the abs, cemented it to the male coupling and let it sit for a few hours. Just came back to screw on the female PVC and the coupling came right off the abs pipe! It did not stick at all...

I do not typically work with abs, so have never had that issue. Was the glue dry?
It was liquid consistency when I opened it (brand new), the directions said to put a thin coat on each piece then put together with the 1/4 turn. I let it sit for over two hours before trying to thread the female coupling. Literally started twisting it on and the abs piece twisted off.
I've got a call into a local pool company hoping they can help me out to figure what is going on.
 
Did you primer liberally on things before the glue?
 
The container said not to use primer on the abs- so I used none.

Primer cleans the surface and more importantly softens the surface to get both parts to chemically bond together. It should always be used although sometimes folks get away with glue without primer.
 
Abs does not use primer according to the research I did. It is specifically mentioned in everything I read, including cement instructions.
I only ran into black pipe once, and it was not abs, it was polyethylene (like sprinkler pipe) and used barb fittings and hose clamps. If it is poly, abs cement will not glue it. If it is a flexible pvc, abs cement will not glue it. Abs cement only works on abs. I think this proves it is not abs.
You mentioned calling the builder, did that ever happen?
