I look forward to hearing your fix. My salt system is doing the exact same thing. I do not however have a new cell mine is four years old.
Salt reading is 2000 , avg and instant. Instrument measured is 3100
Proper voltage and amperage at start up but after about 50 secs a relay clicks and the check salt light and check cell light come on and amperage drops to zero. This occurs the same with the cell connected or disconnected. I glad to provide more details or troubleshooting if that helps.
