I have a Sta-Rite S8M150 filter. The basic set up is two filters, a tall thin on inside a larger one. The larger one has two straps around the filter that appear to have been glued on. Over time and use the glue has come loose and one of the traps is falling off. it is just a little bit hanging on. When i run the pump I can hear it rattling around in there. I am not sure what the straps are for except maybe to just help keep the filter in a uniform shape.

My main questions:
1. should i just take the strap off?
2. Should i try to wrap a thin piece of fabric or something around it or just leave it off?
 
You can just take them off. They only serve to keep the pleats in place but as long the flow rate is not unreasonable, they should be ok. I operated without mine for over 5 years.
