Confused if valves are on

There are two valves on my pool. Should they be pointing to sky and off towards the ground.

They are off in the pic. Handles vertical pointing either way will block the pipe.

Turn the handle 90 degrees to turn a pipe on.

So they both need to be turned 90 degrees? The one on the left side is labeled rear hole. The second one is not labeled though.

The pics in post #4 show the pipes open.

This is the diverter that is in the valve. The diverter is opposite the handle. When you move the diverter in front or a pipe it closes it.

The pipe in the left of the picture is labeled “rear hole”. The pipe of the right is not labeled. So should that be turned at 90 degrees as well?

Notice that it says "Off" on the wide part opposite of the handle. That wide part matches the diverter gate inside the valve.

We need to have details of your pool and see complete pics of your equipment pad to try and guess what those pipes are for.
