Confused if valves are on

They are off in the pic. Handles vertical pointing either way will block the pipe.

Turn the handle 90 degrees to turn a pipe on.
 
The pics in post #4 show the pipes open.

This is the diverter that is in the valve. The diverter is opposite the handle. When you move the diverter in front or a pipe it closes it.

The pipe in the left of the picture is labeled “rear hole”. The pipe of the right is not labeled. So should that be turned at 90 degrees as well?

We need to have details of your pool and see complete pics of your equipment pad to try and guess what those pipes are for.
