That is correct. It is meant to be installed as Expansion 1-3. There is not an expansion board that has temp sensors. In fact it won't respond until the main board sends it a message. Did wherever you bought this sell it to you as an expansion or as main controller.

They sold it as the main controller it came with a new face plate as well
