How long does baking soda take to fully dissolve?

Then raise your TA to 60 ppm. I suspect you are over using acid. Wait for the pH to be a solid 8 or above. Only adjust down to 7.6.
 
I added 4 lbs to increase TA by 20 ppm and now my pool has a white film dust I keep brushing into drain but it comes back all over.
Baking soda dissolves immediately, so the dust is not from the baking soda unless you added a different chemical at the same time and had a bad reaction.

Maybe you used soda ash instead of baking soda.

Can you show the actual product that you added?

Any recommendation on removing the dust film? I thought by now the DE filter would have captured it and just needed to do a backwash but I keep brushing it up to be sucked in the drain but appears it just comes back out the returns as next day the pool is coated with again.

Don't use dry acid, it adds sulfate to the pool which is not good for plaster and the SWG.

Are you able to collect any of the substance? Have you tried dropping vinegar or MA on it to see if it fizzles?

It could. But CH and TA are not that high. pH needed to be really high for that to happen.

Wondering if all of that could be related to the new plaster, but I'm not experienced with plaster startup.

Maybe just DE blowing out of the returns? Wouldn't explain the low TA and CH drop.
 
I'm suspecting it is DE. I backwashed this afternoon and the water was almost instantaneously got clear and a minute or two to get fully clear. I had expect to see a lot of DE for a while but new to this so not sure of the norm on back washing.

I put back in 10 lbs via skimmer a cup at a time.

What I'm not sure now about is why the DE would keep returning to the pool.

I put back in 10 lbs via skimmer a cup at a time.

After backwashing, I believe TFP recommends only adding 80% of the normal DE amount since backwashing doesn’t remove all the DE from the filter. It’s possible you may have too much DE in the filter.

Filter is new. Never taken apart and cleaned.

Post pictures of the cleaning steps so we can look for any problems.
Posted pics. The new pool mess was all over. Cleaned it down but for the life of me I cannot get the strap back on. The top half of the case wouldn't seat on the o-ring.
