Bubbles from SWG?

I have a salt water chlorine generator with a T-9 cell. When producing chlorine I get bubbles coming out of my return jets and the bubbles rise to the surface. If I turn off the SWG the bubbles go away. When I turn the SWG back on, the bubbles return. I have linked a video showing the bubbles. Is this normal? Is it a sign that I'm losing my chlorine to the air?

Is this normal?

Very - the bubbles are hydrogen gas. The chlorine gas created in the SWCG combines with water instantaneously.
