New to owning pool numbers are concerning me please help

3 lbs of stabilizer should've increased your CYA by some 18 ppm. I don't recall where your CYA started but it needs to be 30 minimum. So if you need to add more, add only about 10 ppm worth - about 27 ounces. Then continue to maintain the FC of 12.
I started around 10ppm of cya

CYA Testing:
Proper lighting is critical for the CYA test, so you want to test for CYA outside on a bright sunny day. Taylor recommends standing outside with your back to the sun and the view tube in the shade of your body. Use the mixing bottle to combine/gently mix the required amounts of pool water and R-0013 reagent, let sit for 30 seconds, then gently mix again. Then, while holding the skinny tube with the black dot at waist level, begin squirting the mixed solution into the skinny tube. Watch the black dot until it completely disappears. If it helps, pour a little, look away, then look back and pour some more. Some people like to squirt enough solution to go line-by-line for a better feel. Once it disappears, record the CYA reading. After the first test, you can pour the mixed solution from the skinny view tube back to the mixing bottle, shake, and do the same test a second, third, or fourth time to instill consistency in your technique, become more comfortable with the testing, and validate the CYA reading. If you are still questioning your own results, have a friend or two do the same test 2-3 times. Share your results only after everyone is done to see if you came up with the same average results.
 
4 hours later and fc is still 10.5. Should I be adding more liquid chlorine. And just a reminder water is clear

What parameter leads you to needing to SLAM?

Keep your FC at 12 ppm.
I posted at the beginning that my cya was 10 my fc was like 0 and I was starting to feel slimy walls and saw something that I believe was yellow algae
 
OK -- so you had visible algae.

Then follow the SLAM Process until you pass all three criteria. The crystal clear water (with on debris from dead algae) is one of those criteria.
 
So have another question. When I am testing for free chlorine and I add r-0870 to test tube how long do I need to let it sit and dissolve for? I noticed this morning when I added r-0871 it went clear, I walked away for a minute came back and water was pink again. Do I count the amount of free chlorine as when it first went clear or do I let it sit and keep adding drops of r-0871 and count until it is clear and stays clear?

Sample should turn pink when you add the powder. If it does not immediately, you have no FC in the pool water.
Once your sample turns clear by adding drops, the test is over. Dispose of the test sample (unless you are testing CC then go immediately to that test). The sample will turn pink again if you let it sit. Ignore that.
 
Yea so sample turned pink right away, I added the drops and it went clear when I went back to it it turned pink again, looked like possibly not all the powder dissolved there was a tiny tiny speck of powder still at the bottom so was also wondering how long do I give for powder to disolve, by the way do not have speed stirrer.
 
The powder is immediately dissolved and the test is started. There will be a speck or two of powder that is not dissolved. That means you added enough powder.
 
Ok so just to be clear only count the drops it takes to immediately turn the pink to clear. Do not let it sit and keep adding drops and count that?
