Stains along top rail

Not sure what the top piece around the pool is called... but mine is stained. Tried vitamin c and bleach... neither are taking it off. Suggestions?

Not every piece is stained

That is called the coping. So weird that only some of them are stained..........try a Mr. Clean magic eraser.......they tend to clean everything so worth a try. I have a couple of other ideas if that does not work.
