Wrinkles in Liner

This summer I had some wrinkles develop in my liner around our steps. Steps are steel frame with gravel / concrete poured in them. Steps were installed and liner was replaced 3 years ago. I am wondering what might cause the wrinkles and how they could be fixed.

since its on the wall you may be able to get your vacuum on it and slide it up to the top. to test lower your water below the top step and try the highest wrinkle.
