why won't my Cyn Acid increase

Hi, I had my pool refinished last year and the start up company balanced our the water. I had this verified, but after a few months I noticed my CA was too low and being told to put more in. After a few more tests I decided to add more. Fast forward 1 year - in April my levels were around 27. I added a full jug and it went up to about 34. I have added another full jug and then 4 pounds of granular because I can't get it to go above mid 30's. I tested it today before adding 1.6 lbs (the rest of my 4 pd bag) and my levels had gone down to 27. I'm very confused as to what is happening. We have done minimal swimming this summer, like nil to none because our jandy trueclear system isn't chlorinating our water. We have 0 phosphates and no algea - but we have to add liquid chlorine - nearly 1/2 a container ever couple days. We are on our 2nd Jandy salt cell with warranty, and it appears to be working... yet water isn't chlorinating. Runs for 8 hours (100% on) between 1800-2200 rpm. We have 15,000 gallon pool. No one can figure out what is going on. I'm thinking maybe then panel is bad and not the cell. However, the Cyn Acid is very confusing.

Side note - it all worked fine last summer.

Its because the test machine used by pool stores is generally innaccurate. Its so bad that we dont ever belibe any results they provide. Get your own test kit that TFP recommends and we can advise further.
