My guess is that it was used and someone packed it wet, disintegrating the packing material. Bad thing is UPS had a “weather delay” (61 low and 80 high, yeah right) and it was 2 days late, and I’m going out of town for over a week so I needed this working this weekend.I assume this is supposed to be some kinda packing material?
Definitely give them a call& give them the chance to make it right.

Yes, me as well. I order a lot of parts and tools for my job, and I was just telling my wife the other day that there have been major issues with what seems like a significant percentage of my orders lately. Even at home - we bought some glass bowls from a major retail store that splintered (not shattered) after hand washing them and sitting out on the counter. Checking with the reviews, many people had the same experience. The manufacturer called me and said that it was probably my faultLately, I've been seeing many durable goods items clearly damaged and not from shipping. We had two BBQ pits from a well known maker during Christmas, clearly packaged well, no tears in box, and no way to damage from outside otherwise. Both looked like they had been thrown the production shop. Dented all to heck. Then, one new dishwasher, denting inside door to where it would not seal. Next one, dented inside and outside. Very sorry, as I know the frustration with going out of town and having to leave with this needed repair hanging out there.

I really doubt the unit was used as that is not how INYO works.
No doubt that whoever packed it did a very pool job. It looks to me like it was packed using a liquid foam that expands. The motor should have been wrapped in plastic to prevent the foam doing what it did. When done correctly this liquid foam works great.
The key to any problem is to put your emotions aside and try to get the situation straightened out. I suspect that INYO will be glad to correct the issue.

When using that expanding foam the motor is supposed to be isolated from the foam by sheets of plastic material. The foam is added behind the plastic and then the foam expands so the plastic and foam conforms to the shape of the pump.
Two pieces of plastic are usually used so that you end up with two blocks of plastic covered foam that easily separate from the motor.
My Vgreen165 was packaged that way, but the two foam blocks on the ends were contained in a gray plastic wrap, which easily separated from the motor.
My guess is that whoever packed it forgot the plastic liner/separator before spraying the foam in box. This probably at the factory in Mexico when it was shipped to Inyo.
Maybe - it was suspicious of UPS to delay due to weather when it had been only a few miles away at their distribution center for a beautiful couple of days…Yep, that looks like how mine was packed. Yours may have had some damage from rough shipping as it looks like the motor shifted and punched right through the plastic and foam on one end.
Maybe the box was dropped on than end of the box?
