Vinyl Liner pool dug - Can PB build up the bottom to be shallower?

Hey there! Our vinyl liner pool was just dug yesterday and I’d like the deep end bottom to be raised around 5” or so.

Is this something the PB is able to do using gravel/concrete prior to liner?

You would need to talk to the builder, it should be possible, but it's probably not a good idea at this point in the build. The liner is probably already ordered and may even be delivered and changing the depth of the pool would require a liner modification or a completely different liner, either way it will increase cost and build time.
