Considering you have posted before, please add your signature. Regarding the cover, you have an above ground pool with a deck around it? Is this correct! If so, your cover is recessed against pool water. A mesh cover would allow water to drain through, but usually is for an in ground swimming pool with safety anchors.

If you truly have a mesh cover with tiny holes that allow water to seep through, then you would have to support it so it does not rest on the water. Although, the weight of snow would probably bring it back in.

Look at the cover and see if solid or mesh. There is no mistake that you can make. Thanks!
 
The ultimate cover just has a 6inch mesh strip in the middle. First off I would take a leaf blower or a broom and move the leaves off the mesh strip. The wet leaves will accumulate and block the water from draining. Secondly as stated above you DO NOT want the cover resting on the water surface otherwise water will also come up from the pool into the cover creating almost like a "teabag" effect. Pull the cover tigher, if that's not possible, put a bunch of floats, or tubes or something to elevate the mesh cover.
