Is it possible to tile over the coping and waterline on a fiberglass pool. Both are horribly stained and nothing I try removes it.

Did you prove/remove the source of the staining? Otherwise it's just buying a little time until the new tiles are stained too.

The stains are just hard water I think.
I want to tile since it can take more aggressive cleaning, and I could maybe add a slope to prevent ponding.

Added one above this reply. Fiberglass is somewhat fragile so there’s not a whole lot I can do to clean it. The coping also has water ponding on it.I understand tiling a fiberglass pool waterline. I do not understand tiling over coping.

That is not what is typically called 'coping'. That is the top of the fiberglass shell. Many installs cover that with real coping.
Not sure what you can do now. Adding a paver or concrete coping would create a step down to your patio.
