If you will be using the heater to maintain a constant temperature over many days, get the smaller heater. But if you plan to heat the pool quickly for a Saturday swim and the heater has been off all week, get the bigger heater.
 
I am being told that the 400k BTU heater will be overkill for my 15k gallon pool. They're saying that it will short cycle and lead to premature failure. They are recommending i go with a 250k rather than 400k, which would also need upgraded gas line/risers (additional cost). Thoughts?

Do you already have a gas line or are they running a new one? It should be minimal gas line cost increases to go to what a 400k needs over a 250k heater. But if you already have a line for the 250k, then it could be considerable costs to run a new line. Bigger is better for heaters as it is all about BTUs.

FYI: If you are getting a SWCG make sure that is also sized for a larger pool.
