Is steel brush effective at removing calcium scale build-up from cal-hypo on a tiled surface pool?

Depends on the severity of the build up. A combination of a lower CSI over a long period of time coupled with steel brushing "might" help to slowly break through some of the build up.

Not really. Scale gets too hard to be removed with a brush. It takes low pH chemicals or a low CSI to soften the scale so it can be removed.

Steel can scratch tile, so not a good idea.
