New pool owner- trying to figure out how this timer works?? It goes to inground spa pump. At what time does it trip? On/off.

Welcome to TFP.

The timer is missing any trippers to turn it ON or OFF.

The timer stays in its last setting until manually changed.

Thanks for the quick reply. So it is a manual timer for the spa currently... meaning I have to flip the switch to turn it on/off? If so, is that normal?

Without the trippers it is simply a manual switch.

All depends how you want to run your spa.

If you have no set schedule then a timer is of no value.

That is a no-longer-made (since 2012) Paragon time clock. If the dial keeps time (moves automatically) you can get trippers for it (Intermatic trippers won't work):

If not, you need to replace it with an Intermatic T101R timer as it appears to be a 120V time clock. There is also an after-market mechanism that will fit that enclosure:

Thanks! Are there more "modern" timers to get for the pumps? Or are these the recommended type for most?

More modern? There are WiFI timers that many on this forum use on a single speed pump or other on/off equipment. At some point you are going to end up with a variable-speed pump with a built-in timer if you don't already have one. Your timeclock will no longer be needed in most cases and shouldn't be needed if you have a VSP now.
There are still mechanical timeclocks available. The most common, and reliable, is the Intermatic T series. For your application a T101R. The R indicates an outdoor enclosure.
The mechanism linked in the previous post seems to be reliable enough, I've seen a few, and the price isn't bad. It is a little less than the T101R but wouldn't require anything other than a swap of the mechanism in your existing box. The T101R would require removing the wiring from the Paragon, removing the existing box and mechanism, and then mounting and wiring the new.
If the dial on your existing clock keeps time, it would be easiest and much less expensive to just get the trippers and fit them to the dial. If it doesn't move on its own a new mechanism or complete clock is needed.
